Opponents of Measure 1 advocate for a different approach—one that prioritizes comprehensive criminal justice reform over jail expansion. The following points underscore the importance of reform.

Addressing Root Causes: Criminal justice reform aims to address the root causes of crime. Rather than simply locking people up over and over again–creating a cycle of poverty–it focuses on strategies that tackle issues like poverty, mental health, addiction, and lack of access to education and job opportunities. By addressing the root causes of crime, criminal justice reform actually reduces recidivism.

 

Alternatives to Incarceration: Reform initiatives often promote alternatives to incarceration, such as diversion programs, drug courts, and community-based rehabilitation services. These programs not only are proven to reduce recidivism but also help individuals reintegrate into society successfully.

 

Racial Disparities:

Reform efforts seek to eliminate racial disparities in the criminal justice system. A focus on restorative justice, rather than punitive measures, can lead to fairer outcomes for marginalized communities.
